Zhiyue is used by the emperor when expressing the emperor's favor and announcing the hundred officials. When expressing the greatness of the emperor's grace in the imperial decree, it starts with Fengtian Chengyun Emperor, Zhiyue. Zhiyue is only for the purpose of proclaiming to all officials, and it is not issued to ordinary people.
