A flock of white pigeons landed, their reddish beaks pecking incessantly at the rolling feed pellets. Their flapping wings aggressively blocked other pigeons, trying to monopolize all the food in front of them.

Some "clever" pigeons even glanced at the fingers that were constantly releasing the feed.

Driven by the desire rooted in their flesh and blood, they hopped onto the bench. They tilted their heads, scrutinizing the gaps between the fingers a few times, then tentatively poked their sharp red beaks into the openings.

But they didn't get anything.

Shadow clenched his fist, and the feed in his hand disappeared.

"Why meet here? Doesn't your Federation have a well-established meeting process?"

Maan asked from behind him.

Shadow slightly raised his fingers, and the pigeons around him, as if receiving an order, flapped their wings and flew towards the horizon, quickly disappearing from their sight.

"Some things aren't suitable to be said in front of others," he briefly explained.

Maan sat down, leaving two spaces between himself and Shadow.

This was far enough to avoid appearing overly intimate, yet close enough to avoid seeming distant.

"I heard there's news about the Counter-Mind Elixir," This was the reason Maan showed up.

Shadow nodded:

"That's right, I'm sorry we can't give you the Counter-Mind Elixir."

Maan was a little surprised by this outcome.

Could it be that things weren't over yet?

But if he believed his message, then the Divine Firmament power should have been resolved.

And the obstacle to him obtaining the Counter-Mind Elixir should have been arranged by the Divine Firmament power. Normally, if the Divine Firmament power no longer obstructed him, there should be no problem in obtaining the Counter-Mind Elixir.

Could it be that some things that were used by the Divine Firmament power to obstruct him still maintained the motivation and inertia to obstruct him even after the divine power dissipated?

"Why?" Maan directly raised the question in his mind.

Shadow also answered directly:

"Due to the Federation's requirements, I can't tell you the reason, but I do know the reason. I don't agree with the Federation's refusal of your request. In fact, I even actively warned them about something."

Maan asked in confusion:

"Warned them about what?"

Shadow turned his face to look at Maan:

"I warned them that you seemed a little anxious, and that refusing you might cause problems. After hearing my warning, their response was to have me tell you this decision.

"Under the premise of calming your emotions as much as possible."

Maan's expression remained unchanged, as if he didn't care about these words at all.

This was not beyond Shadow's expectations. He didn't think Maan would be angry or anything. This was also a misunderstanding of Maan by the Federation members. They thought they could appease Maan's emotions.

Maan's emotions didn't need him to appease.

Similarly, Maan's decisions were not something he could change.

Shadow continued:

"After thinking about it, I think this is the best way for us to communicate. Instead of delaying your time and misleading your decisions with so-called lies, I think this is the best approach for the Federation."

Yes, or rather, this was his way of calming Maan's "anger."

This was the answer he gave to Kong Lu's request, and it was also the reason why he didn't want to talk within the Federation, because he would have to waste time explaining a lot of things.

Shadow paused, then continued:

"I will tell you that I don't recommend you make any unwise decisions, such as breaking up with the Federation because of this. It sounds unreasonable, but I do have some bad premonitions.

"Let's put it this way, the Federation's politicians are indeed very stupid, but don't underestimate the Federation as a whole.

"Some things that happen are not good for you or us. The politicians don't understand this principle, so the Federation lets me be its mouth, and in turn, this is its warning.

"If you really need the Counter-Mind Elixir..."

"I suggest you think of other ways to find a reason that the Federation can't refuse."

Maan nodded:

"Thank you."

Shadow patted the dust off his body:

"You're welcome, that's why I came to you. Do you have any new negotiations you want to propose through my mouth?"

Maan shook his head, then stood up, preparing to leave.

Just like Shadow thought.

The Federation's refusal could not stop his decision.
