4. The missile and its auxiliary systems must be reliable and easy to maintain. They should remain intact for many years in inventory and be able to withstand the test of harsh loading environments, including salt water corrosion at sea and the environment of engine combustion products. 5. The missile should be small in size and light in weight, which can increase the bomb load of the carrier aircraft in one combat flight.

6. The missile must be fast and be able to hit the target quickly.

7. The cost of the missile system should be quite low.

From 1976 to 1978, five groups/companies, including Ford Aerospace/Marconi Defense, General Dynamics, Hughes, Northrop/Motorola, and Raytheon/McDonnell Douglas, participated in the program bidding.
