(5) The characterization and application of laws, regulations, and rules are accurate, the punishment is appropriate, and there is no illegal dismissal of cases, upgrading or downgrading of cases, or failure to impose penalties when they should or imposition of penalties when they should not;

(6) The legal procedures for applying compulsory measures, investigative measures, and investigation measures are complete and the procedures are legal;

(VII) Legal documents are standardized and complete, and case files are bound in a standardized manner.
