Chapter 258: The Straw Hat Pirates Take the Blame

Naval Base Marinford, Marshal's Office.

Marshal Zhan Guo sat at his desk, his face terribly gloomy. He clenched his fists tightly, his eyes as sharp as an eagle, as if he wanted to see through everything in front of him.

Luffy is still waiting for Usopp's apology.
