Land tax and house tax were also levied on the road construction areas beyond the boundary. With the continuous expansion of the concession area and the appreciation of land, tax revenue also increased year by year.

Since the construction of Jun Road from the west gate of Shanghai County to Xujiahui in the French Concession in the 19s, the number of roads built across the border has increased. From 60 to 1900 alone, more than 1914 roads were built across the border.

In April 1914, Yang Sheng, the Jiangsu negotiator of the Ministry of Foreign Affairs, signed the 4-Point Agreement on Roads Outside the French Concession with Gan Shidong, the French Consul in Shanghai. The Agreement gave the French Concession authorities the right to exercise police and taxation in the areas where roads were built across the border, on the condition that the French Concession authorities expelled revolutionaries active in the French Concession.

As a result, the entire cross-border road construction section west of the French Concession to Xujiahui was placed under the jurisdiction of the Municipal Council, becoming a de facto new concession.

Through this method of "expanding the concession in name of clearing police power", the area of ​​the French Concession was expanded to acres, 1849 times that of when it was first opened in 15.

After decades of construction, the cross-border road construction area has become a densely populated area with many foreign houses and villas. With the Japanese occupation of Shanghai, a large number of people flocked here.

Because this area was controlled and governed by the concession authorities, the Japanese and puppet traitors did not dare to interfere openly, so many anti-Japanese forces were lurking in this area, especially the underground organizations of the Military Control Commission and the Red Party.
