American Comics: When the Police Comes to Knock on the Door
Chapter 2 The World Needs Heroes
After Howard's death, the bodies of two girls were found in his car. According to forensic tests, the two girls died before Howard and the police exchanged gunfire.
A heartbroken Penny took Castle Rock police and the three officers she spoke to to court. Under federal law, she found "a failure to properly enforce a response to a complaint of restraining order infringement." But the district court filed a motion to dismiss the case after discussion and it was granted.
Outraged, Penny appealed to the Tenth Circuit Court of Appeals in Denver, Colorado. After discussion, the court rejected Penny's request and confirmed that the three police officers had professional immunity and therefore could not be prosecuted. However, the circuit court held that during the process, Castle Rock police had procedural impropriety in enforcing the restraining order, so Penny could partially win the case.
The Fort Rock Police were dissatisfied and appealed to the Supreme Court.
The Supreme Court reversed the Tenth Circuit’s decision and reinstated the district court’s decision.
The general meaning is: the significance of the prohibition order is that those who violate the prohibition will be punished by law. Punishment here is based on breaking the law rather than harming the person. The police have no obligation to intervene when the restraining order is violated, but they have the obligation to bring the other party to justice after the restraining order is violated.
Neither Penny nor the police could determine the extent of the restraining order until the girl's body was discovered. Therefore, the police have no responsibility to take care of possible harm. The person involved, Howard, is dead, so the pursuit of blame can be stopped. As for the damage to life and property caused by the destruction prohibition order, I'm sorry, please consider yourself unlucky.
Through this case, the Supreme Court finally confirmed the principle that "the police do not owe any citizen any specific responsibility under the provisions of public responsibility in providing police services."
The lawsuit lasted for nearly five years. The pain of losing her son and the tremendous mental pressure made Penny suffer. The court's final verdict was the straw that broke the camel's back and she became depressed.
At the same time, this incident gave Richard a huge mental impact. He who once grew up under the red flag really couldn't understand why such a thing happened.
He was devastated by his sister's death, but there was nothing he could do since his sister was dead.
He hated Howard, but Howard was dead and there was nothing he could do.
He hates the police, but justice says they are innocent and there is nothing he can do.
He hated himself, hated his weakness, and the justice in his heart was nowhere to be served.
He finally understood why there were so many heroes in this world.
Because the world needs heroes.
"I will transform into justice, wearing a white robe, holding a sharp knife, to testify to the wrath of justice." Inexplicably, Richard said this.
At the same time, a rusty broken sword in a sunken ship seemed to move.
The incident slowly subsided, but in the hearts of those involved, this is a scar that is difficult to erase.
If he hadn't had a mature soul, Richard might have put on tights, a mask, and a cloak at this time. At midnight, he set up a high-power searchlight, looked up at the stars, and said in a voice full of vicissitudes of life: " ibaa" and was beaten all over his head by gangsters in the streets.
After all, he doesn't have the master's superpowers.
In early 00, Penny decided to move away from this sad place with her son. Not Pasadena, nor Penny's hometown of Omaha, but decided to move to the Flushing Forest neighborhood in Queens, New York.
For sixteen years, Richard traveled across the United States from the West Coast to the Central to the East Coast. After these years, he no longer resists big cities. He has a vague feeling that the world may be more complicated than he imagined.
After Howard's death, he began to exercise harshness on himself, and as things progressed, the harshness turned into madness. It may be due to long-term heavy-load exercise and endocrine disorders. At 16 years old, he is 1 meters tall, which is shorter than his peers. What's even more tragic is that judging from the results of the bone age test, he may not grow any longer.
With a square face, sharp eyebrows, eyes, and a big nose, he is neither ugly nor handsome, but he has a different kind of mature charm. Broad shoulders, broad back, arched trapezius muscles, and strong limbs. He was like a warrior who stepped out of a picture. As long as you look into his eyes, you can't help but think "hisissara"
