At the same time, Nokia also complained to the ITC about Yike's patent infringement and requested a comprehensive import ban, suspension and stop-sales order on Yike's Mars mobile phone.

Because it involves the relevant provisions of Section 337 of the Tariff Act of 1930, this complaint, commonly known as the 337 investigation, was placed in the Unfair Import Investigation Office. One of its functions is to make recommendations to the ITC on whether to file a case.
