The Hogwarts High Inquisitor ordered that any student found with The Quibbler be expelled immediately.

When Julie saw this announcement on the bulletin board, the whole Hogwarts was already in full swing. "I just came out of Ms. Umbridge's office and am planning to go back." Julie squatted down to tease the cat. "When did you see me on a night tour?"
Filch hesitated.
Julie is one of the few people in Hogwarts who can tease Mrs. Norris, and she has never violated school rules (never been caught) in the five years since she entered school.Filch babbled, holding an oil lamp and sending Julie into the Slytherin common room.
The students had all gone back to sleep, and Draco Malfoy was alone in the common room, playing with a miniature rocket crossbow by a candle.
"Staying up so late?" Julie watched the shrunken broomstick flying around Draco Malfoy's fingers, and reached out to stop it.
"Are you alright?" Draco Malfoy stood up, scanning Julie up and down, as if checking her for injuries.
"The whole school is watching her, and she doesn't dare to do anything to me now." Julie snorted coldly. "There is still class tomorrow, go back to sleep."
