After receiving the notice from Governor Sir Robert Black ordering him to go to Baiyun City to sign a water supply agreement with Lingnan Province on behalf of the Hong Kong government, Mo Jin, director of the Hong Kong Water Authority, immediately arranged for someone to contact the Lingnan Provincial Government. After receiving a reply from the Lingnan Provincial Government, Mo Jin immediately took the staff of the Water Authority to Baiyun City.

After Mo Jin arrived at Baiyun City, he met with Liu Zhaolun, director of the Lingnan Provincial Water Resources and Electric Power Department, and the two sides signed the "Dongjiang-Xiangjiang Water Supply" agreement. The agreement stipulates that within two months after the signing of the agreement, both parties will complete the preparations for the Pengcheng Reservoir in their respective regions to supply water to the Xiangjiang River. After the preparations are completed, Lingnan Province guarantees that the Pengcheng Reservoir can provide 2270 million cubic meters (50 billion gallons) of fresh water to the Xiangjiang River every year, with a price of HK$1,000 per 1.06 gallons (HK$100 per 23.29 cubic meters).

At the same time, Lingnan Province will start the construction of the "Dongjiang-Pengcheng Water Supply Project" to ensure that within two years, the Pengcheng Reservoir will be able to provide 1 million cubic meters (219.97 billion gallons) of fresh water to Xiangjiang every year. After the Pengcheng Reservoir has the ability to provide 1 million cubic meters (219.97 billion gallons) of fresh water to Xiangjiang every year, Xiangjiang will purchase no less than 1 million cubic meters (219.97 billion gallons) of fresh water from Lingnan Province every year. The two sides will negotiate the fresh water supply for the current year based on the fresh water supply of the previous year. If the Pengcheng Reservoir cannot meet the water supply needs of Xiangjiang in the future, the Lingnan Provincial Government will be responsible for the expansion costs of the "Dongjiang-Pengcheng Water Supply Project" to ensure that Xiangjiang has an adequate supply of fresh water.

In addition to stipulating the responsibilities and obligations of both parties, the agreement also made clear provisions on some details. One of the important clauses is that the Hong Kong John Bull government will actively assist the Lingnan provincial government in seeking credit support from the Hong Kong banking community to ensure sufficient funds for the construction of the "Dongjiang-Pengcheng Water Supply Project". This move is intended to ensure the smooth progress of the project and provide it with solid financial support.

In addition, during the construction period of the "Dongjiang-Pengcheng Water Supply Project", if the water fee paid by the Hong Kong government to the Lingnan government is not enough to cover the interest on the project loan that year, the Hong Kong government will need to temporarily make up the difference. Once the "Dongjiang-Pengcheng Water Supply Project" is completed, this fee will be deducted from future water fees. The interest paid by the Hong Kong government on behalf of the Lingnan government is considered a loan to the Lingnan government, and Lingnan will pay the interest to the Hong Kong government according to the loan interest rate of the Hong Kong banking industry that year. In this way, both parties can better deal with various situations and jointly promote the smooth implementation of the "Dongjiang-Pengcheng Water Supply Project".

After the signing of the agreement, the Lingnan Provincial Government immediately reported the contents of the agreement to the State Council. Prime Minister Z immediately instructed to start the construction of the "Lingnan Dongjiang-Pengcheng Water Supply Project". Liu Zhaolun, Director of the Lingnan Provincial Water Resources and Electric Power Department, was entrusted by the Lingnan Provincial Government to be fully responsible for the construction of the "Lingnan Dongjiang-Pengcheng Water Supply Project". Liu Zhaolun appointed designers to conduct surveys along the Dongjiang River. After careful surveys by the designers, three plans were drawn up to divert water from the Dongjiang River to the Pengcheng Reservoir. After multiple comparisons, it was finally determined that the plan to divert water from the Dongjiang River along the Shima River in stages to the Pengcheng Reservoir was the best plan.

After the best solution for the Dongjiang-Pengcheng water supply project was determined, the Lingnan Provincial Water Resources and Electric Power Department organized experts to prepare a detailed budget for the entire project and carefully calculated that the total construction cost of the project was expected to be 5600 million RMB. After obtaining approval from the Lingnan Provincial Government, Liu Zhaolun led the team to Hong Kong to negotiate with the local banking community. Many Chinese banks in Hong Kong showed great interest in the Dongjiang-Pengcheng water supply project and actively participated in loan negotiations. These banks include Lingnan Trust Bank, Hang Seng Bank, Guang'an Bank, Daoheng Bank, Wing Lung Bank, etc. They all hope to provide financial support for this significant project.

Among many banks, Hang Seng Bank had the most positive attitude. With Lou Bingcheng's active lobbying, Hang Seng Bank finally successfully won the loan contract of 4.25 million Hong Kong dollars for the Dongjiang-Pengcheng Water Supply Project at a low interest rate of 1.3%. This not only brought huge benefits to Hang Seng Bank, but also provided strong guarantee for the smooth implementation of the Dongjiang-Pengcheng Water Supply Project.
